The reporter learned from the National Environmental Protection Work Conference that in 2013, the Ministry of Environmental Protection made improving atmospheric quality a key focus of its annual work and promoted the establishment of regional cooperation mechanisms. Led the establishment of a national inter ministerial coordination group for air pollution prevention and control, and a collaborative group for air pollution prevention and control in the Beijing Tianjin Hebei region and surrounding areas, as well as the Yangtze River Delta region, has been established. Refine the supporting policy standards for the Atmospheric Action Plan and propose 22 supporting policy measures, including 4 policy measures such as environmental protection electricity prices and new energy vehicles. 18 of the 25 pollutant emission standards that need to be introduced have been released; All 9 pollution prevention and control technology policies and 19 protection technology specifications that need to be introduced have been released.
Zhou Shengxian stated that this year, we will deepen the prevention and control of air pollution, implement various policies and measures of the "Ten Principles of Atmosphere", and particularly highlight the top priority of air pollution control in the Beijing Tianjin Hebei and surrounding areas. Promote the introduction of assessment methods and carry out annual assessment of implementation status. Coordinate and cooperate with relevant departments to formulate supporting policies and measures. Promote regional cooperation in air pollution prevention and control, leverage the role of the National Interministerial Coordination Group for Air Pollution Prevention and Control, the Beijing Tianjin Hebei and surrounding areas, and the Yangtze River Delta region in air pollution prevention and control cooperation mechanisms, and solve prominent regional problems.
At the same time, we will organize the implementation of the third phase of new air quality standard monitoring, promote joint monitoring of air quality in key areas such as the Beijing Tianjin Hebei region and surrounding areas, the Yangtze River Delta, and the Pearl River Delta, and focus on the construction of air quality forecasting and heavy pollution weather warning systems. Promote local governments to establish an emergency management system for heavily polluted weather and implement emergency management measures.
In terms of water pollution prevention and control, we will accelerate the preparation and implementation of the Clean Water Action Plan, with a focus on protecting high functional water bodies such as drinking water sources and ecologically sound lakes, and eliminating severely polluted water bodies such as Class V. Strengthen the safety guarantee of drinking water environment, carry out centralized monitoring of drinking water source areas and planned assessment sections for water quality. Promote the prevention and control of water pollution in key river basins, and cooperate in the water supply work of the Middle Route of the South to North Water Diversion Project. Promote the investigation and evaluation of the basic environmental conditions of groundwater nationwide.
In terms of soil pollution control, the "Action Plan for Soil Environmental Protection and Pollution Control" has been formulated and organized for implementation, with a focus on adjusting the planting structure of heavily polluted farmland, conducting pilot projects for soil control and remediation of contaminated plots, and constructing six demonstration zones for soil environmental protection and pollution control. We will launch a detailed investigation of the national soil pollution situation and the first batch of key projects for soil environmental protection, actively promoting soil pollution control and remediation. Deepen the policy of "promoting governance through rewards" in rural areas, and further expand the scope of continuous improvement of rural environment. Promote the pilot project of comprehensive coverage of provincial (district) rural environmental improvement, and improve the efficiency of rural environmental protection special funds.
