Recently, in order to cooperate with the implementation of the air pollution prevention and control action plan, the Ministry of Environmental Protection is brewing a supporting air pollution prevention and control technology action plan, which will support scientific and technological research projects related to air pollution prevention and control through special funds.
The improvement of desulfurization and denitrification technology related to air pollution prevention and control, treatment of motor vehicle exhaust, fine particulate matter, pollution source analysis, and air pollution prediction and warning are all supported by this technology action plan. Among them, air pollution prevention and control technologies related to volatile organic compounds (VOCs), as well as technologies related to the treatment of fine particulate matter, will become one of the focuses of action plan support. At present, the Ministry of Environmental Protection has established an expert group with the participation of multiple departments and units. In the future, enterprises, research institutes, and universities can apply for relevant special funds for this action plan.
Industry insiders believe that the implementation of this action plan will become another technology special policy specifically designed to support air pollution prevention and control, following the "12th Five Year Plan" for the Blue Sky Technology Project. In October 2012, the Ministry of Science and Technology and the Ministry of Environmental Protection jointly released the "Twelfth Five Year Plan" for the Blue Sky Technology Project. The plan proposed to raise social funds through multiple channels and levels, increase investment in the implementation of key blue sky technology projects, actively utilize the financial and capital markets, introduce technology risk investment into the field of energy conservation and environmental protection, and carry out specialized enterprise loan risk compensation, technology research and development subsidies Pilot work such as equity pledge loans for high-tech enterprises. And provide technical solutions and demonstration practices for air pollution prevention and control in about 10 key regions and large and medium-sized cities.
