According to the relevant provisions of the "Notice of the State Council on Issuing the Catalogue of Investment Projects Approved by the Government (2014 Edition)" (Guo Fa [2014] No. 53), in order to deeply implement the overall requirements of the State Council for streamlining administration and delegating powers and transforming government functions, further simplify approval procedures, improve administrative efficiency, and promote the healthy development of the wind power industry, the relevant requirements for further improving the management of annual wind power development plans are hereby notified as follows:
1、 The annual development plan for wind power refers to a rolling implementation plan prepared annually according to the requirements of the national wind power development plan. The national annual development plan includes the annual construction scale, layout, operational indicators, and relevant management requirements of each province (district, city). The annual development plans of each province (district, city) are prepared in accordance with the requirements of the provincial (district, city) wind power development plan and the national annual development plan, including project list, expected project approval time, expected project production time, wind power operation indicators, and management requirements for local power grid enterprises.
2、 The development plan for large-scale wind power bases transmitted across provinces or regions shall be formulated by our bureau in conjunction with the provincial energy regulatory department where the project is located. After clarifying the total scale of wind power base construction, annual scale, proportion of wind power to external power transmission, and operation scheduling requirements, each province (district, city) shall implement specific project construction units on an annual basis and include them in the annual development plan of the province (district, city).
Wind power projects that are locally consumed within the province (district, city) shall be selected by the energy regulatory departments of each province (district, city), and the project construction unit shall be determined and included in the annual development plan. Encourage provinces (districts, cities) to carry out pilot work on allocating wind energy resources through market-oriented means.
Decentralized wind power is organized and constructed by each province (district, city) in accordance with relevant technical requirements, and included in the annual development plan,
Projects included in the annual development plan shall enjoy electricity price subsidies in accordance with relevant management regulations.
3、 The energy regulatory departments of each province (district, city) shall determine the annual construction scale in accordance with the following principles:
Provinces (districts, cities) that do not have wind power curtailment and power rationing shall independently propose the development and construction scale for this year by the energy regulatory departments of each province (district, city) based on the wind power construction situation and the wind power development plan of the province (district, city), in accordance with the principle of stable and orderly development.
Provinces (regions, cities) that encounter the problem of wind power abandonment and power rationing must conduct in-depth analysis and evaluation of the local wind power development, construction, and grid operation situation, scientifically formulate the scale and layout of wind power development and construction this year, and prepare relevant analysis and evaluation reports, propose measures to ensure the grid operation of wind power and expected wind power operation indicators, and report to our bureau as the basis for assessing and supervising the construction and operation responsibilities of local energy regulatory departments.
Areas where the proportion of wind power curtailment and power rationing exceeds 20% are not allowed to arrange new construction projects, and effective measures must be taken to improve the operation of wind power grid connection. Technical plans to promote wind power grid connection and consumption must be studied and proposed, and reported to our bureau as the basis for assessing and supervising the construction and operation responsibilities of local energy regulatory departments.
4、 The energy regulatory departments of each province (district, city) shall submit the construction scale proposal and relevant materials for this year to our bureau before the end of January each year. After overall planning and balance, a national annual development plan shall be formed, and shall be issued and implemented before the end of February each year. The energy regulatory departments of each province (district, city) shall formulate their own annual development plan according to the requirements of the national annual development plan, publish it to the whole society before the first quarter, and copy it to our bureau. Our bureau will no longer uniformly issue approval plans containing project lists.
5、 Projects included in the annual development plan must meet at least one year of wind testing time, implement conditions such as project construction land and planned site selection, and complete approval within the same year. Projects that cannot be approved on time will be invalidated and cannot be replaced with other projects. For provinces (districts, cities) with an annual development plan completion rate of less than 80%, no new project scale will be arranged for the next year.
6、 Power grid enterprises should prepare a supporting wind power grid connection work plan based on the project approval and production time in the annual development plan of each province (district, city), coordinate and implement the supporting grid construction work according to the construction progress of the wind power project, and ensure timely grid connection operation after the wind power project is completed. If the project cannot be approved or put into operation as scheduled, it is necessary to inform the power grid enterprise in advance and adjust the construction plan of supporting power grid facilities in a timely manner.
7、 The annual development plan will serve as the basic basis for implementing macro management of the wind power industry and guiding and supervising the work of local energy regulatory departments. Our bureau will monitor and assess the construction and operation of wind power in various provinces (districts, cities), and regularly publicly release key indicators. Local energy regulatory authorities and power grid enterprises should fulfill their responsibilities in accordance with relevant requirements, establish corresponding information statistics and reporting mechanisms, and provide timely feedback on the development, construction, and grid operation of wind power in the local area. Each dispatched agency shall supervise the construction and operation of wind power in their respective provinces (districts, cities) in accordance with their annual development plans.
Please strengthen coordination, fulfill responsibilities, and timely carry out relevant work in accordance with the above requirements to ensure the sustainable and healthy development of the wind power industry.
